Vigan City emerged as the Most Child– Friendly City in Region I for 2008. For three consecutive years from 2006 to the present Vigan has been consistent in the implementation of developmental programs for theBigueno children.Noteworthy are the perfect scores in planning and policy formulation, resource utilization, institution building and child and community participation which the City obtained in the regional evaluation. The evaluators from the Regional Council for the Welfare of Children validated five Barangays namely Beddeng Laud, San Julian Sur, Rugsuanan, Purok a Bassit and Paratong. The team commended the City’s exceptional projects namely, The Stimulation and Therapeutic Activity Center, The Geographic Information System, The Buridek: Vigan Children’s Museum, the first in Ilocandia and the third to be established in the Philippines, The Management Information System where vital documents and photographs are stored, The Children’s Theatre of Burgos Memorial School West, the Solid Waste Management Program, The Children’s Hour of the Women and Children’s Desk of the Vigan PNP, the records keeping and management of all member agencies of the Council for the Protection of Children also impressed the egional search team.
The Vigan City Cooperative Development Council chaired by Mayor Eva Marie S. Medina was cited for being an Outstanding Cooperative Development Council of Region I because its exemplary performance in the pursuit of cooperative enhancement. Senator Manny Villar led the awarding ceremony for deserving cooperatives and cooperators. The City Cooperative Officer, Mr. Herminigildo Etrata was also awarded for being supportive, committed, active and dedicated cooperative development officer.
In a ceremony held at the University of Northern Philippines last October 30, 2008 on the occasion of the Cooperative Month celebration, Sen. Villar, pointed out the significance and immense responsibility of the cooperative movement in the socio-economic advancement of the country. The Third City Council by virtue of Ordinance No. 5 Series of 2008 appropriated the amount of two hundred million one hundred fifty nine thousand three hundred forty one pesos and twenty nine centavos ( Php 200,159,341.21) as annual budget of Vigan City for fiscal year 2009.It also approved the proposed Annual Develoment Fund amounting to 54 M. The said budget is based on the need and proposals of the different departments as well as to cover the city’s obligations and funds appropriated for public purposes for the coming year .
